samenvatting: This article focuses on the link between the representation of lesbian, gay, bisexual, and transgender (LGBT) people in national legislatures and the existence of equality laws focused on sexual orientation. It addresses three interrelated questions: how many "out" LGBT legislators have served in national parliaments, what explains the cross-national variation in their legislative presence, and what is the relationship between the presence of gay legislators and the enactment of laws that treat gay and straight citizens equally? There is an established literature arguing that the representation of women and ethnic minorities "descriptively" in national legislatures improves the realization of their policy preferences and the position of the group within the society as a whole. This article draws on that literature and extends the analysis to LGBT communities. It finds that the presence of even a small number of openly gay legislators is associated significantly with the future passage of enhanced gay rights, even after including controls for social values, democracy, government ideology, and electoral system design. Once openly gay legislators are in office they have a transformative effect on the views and voting behavior of their straight colleagues. This "familiarity through presence" effect is echoed in studies of U.S. state legislatures and levels of social tolerance of homosexuality in the population at large.

samenvatting: We investigate the link between the presence of Lesbian, Gay, Bisexual and Transgender (LGBT) members of parliament (MPs) around the world and the enactment of laws that ensure equity and protection for LGBT persons. We ask three major questions: How many openly LGBT legislators serve or have served in national legislatures? What factors determine their success from nation to nation? What is the relationship between the presence of these legislators and the enactment of laws that promote equal rights for LGBT people? 181 openly lesbian, gay, bisexual or transgender legislators have been elected to serve in national office in 30 countries since 1976: As of April 2013 there were 127 Members of Parliament in 25 countries: 97 gay men, 25 lesbians, four bisexual, and one transgender MP. There were 107 lower house members and 20 upper house members. In our study 96 countries (those with and without LGBT MPs) were scored on the progressiveness of their LGBT legislation on a scale from -2 (the most homophobic) to 6 (the closest to equality). Globally, in 2003 the average score was 0.47, in 2008 it had risen to 0.98, and by 2011 it was 1.18. There is a clear relationship between LGBT MPs' presence and progressive law. The 27 countries who have experienced at least one LGBT MP averaged 3.6 in 2011, while the 69 nations with no LGBT MPs averaged 0.3.

samenvatting: Hoe worden lesbische, homoseksuele, biseksuele, trans en intersekse (LHBTI) mensen vertegenwoordigd in de politiek? Dit proefschrift betoogt dat het beantwoorden van deze vraag het kritisch analyseren van zichtbaarheid en het problematiseren van de vaak tegenstrijdige gevolgen daarvan vereist. LHBTI-mensen gingen van volledige sociale stigmatisering en onzichtbaarheid in de loop van enkele decennia de politiek in. Maar een vergrootte zichtbaarheid komt niet alle groepen onder de LHBTI-paraplu evenzeer ten goede, en zichtbaarheid heeft ook geleid tot tegenreacties. De hard bevochten nieuwe zichtbaarheid van LHBTI-mensen in de politiek roept vragen op over hun politieke vertegenwoordiging: welke groepen worden gezien als legitieme politieke actoren? Hoe navigeren zij hun (on)zichtbaarheid? Daagt men normatieve opvattingen over seksualiteit en genderidentiteit uit of bevestigt deze juist? En hoe zien de normatieve grenzen van onze politieke ruimtes eruit wanneer we gender en seksualiteit als lens hanteren? Dit proefschrift richt zich op LHBTI-vertegenwoordiging en benadrukt de paradoxale effecten van zichtbaarheid. Om zichtbaarheid te operationaliseren, onderscheid ik drie vormen van zichtbaarheid die mogelijkheden voor politieke vertegenwoordiging creëren of beperken: (1) categorische zichtbaarheid; (2) mediazichtbaarheid; en (3) politieke zichtbaarheid. Categorische zichtbaarheid verwijst naar de manier waarop wettelijke en maatschappelijke categorieën van geslacht en gender invloed hebben op percepties van legitimiteit en op politieke mogelijkheden. Mediazichtbaarheid beïnvloedt hoe politieke actoren denken over erkenning en rechten voor LHBTI-mensen en hoe ze handelen in het belang van LHBTI-mensen. Ten slotte biedt politieke zichtbaarheid inzicht in de manier waarop LHBTI-actoren hun rol als 'space invaders' in de politieke ruimte navigeren en hoe hun aanwezigheid de politiek beïnvloedt. Deze drie perspectieven op zichtbaarheid dragen bij aan de constructie van de culturele of discursieve grenzen die bepalen welke claims plausibel en succesvol kunnen worden gemaakt in de politiek.
